The address for this site is actually more like 39 Whinwell St (opposite). It's at the intersection of Dee Rd and the Yarra River. It's not clear whether camping in the reserve beside the river is allowed. It may be intended just as a picnic spot. There were people gathered there when I arrived. It was new year's eve. It's right off the road. I walked SW along the river, away from the toilet block, into the bush, on an informal track, and pitched my tent in the scrub. There aren't many options for a secluded stay. It wasn't too bad. I was able to find a few access points to the river for a swim.
